The Illinois High School Association’s Legislative Commission voted Monday (Nov. 22) to refer seven proposals to amend the IHSA Constitution and Bylaws to a vote of the general membership.  The Commission voted after hearing feedback from member school personnel at 28 town meetings held virtually and in-person around the state during the month of November.

The ballot containing the proposals will be available to each member school’s official representative in the IHSA’s online Schools Center, beginning Monday, November 29.  The deadline to submit the ballot is midnight, Monday, December 13.  The ballots will be tabulated, and the results posted on Tuesday, December 14.  You will be able to vote “no opinion” on a proposal.  A simple majority of yes or no votes cast will determine whether each proposal passes.

Here is a summary of the proposals on the ballot:

• Proposal 1: Modify the language regarding at-large Board of Directors positions so that no more than two (2) may be from the same Board Division.
• Proposal 3: Add language regarding the limits of participating under an assumed name to include names on legal documents or those which students use in school or social situations.
• Proposal 8: Modify the football season limitation to permit all levels of football to begin contests on Thursday of Week 8.
• Proposal 9: Modify the practice requirement before competing in a football contest to 10 days instead of 12 days for students returning from military service.
• Proposal 10: Bring the fall practice requirement for competition out of Board Policy and into the by-laws along with an adjustment for a reduced number of practice days for students returning from military service.
• Proposal 11: Adjust the 1^st contest date in Girls Swimming to Friday of Week 7 instead of Monday of Week 8.
• Proposal 13: Expand the match limitation in Girls Wrestling from 35 to 45 matches in any one season prior to the IHSA series.  (Effective 30 days after passing).

The remaining proposals were rejected by the Legislative Commission. A total of 34 of the 35 commissioners attended the meeting.
