January IHSA Board Meeting Recap

The Illinois High School Association (IHSA) Board of Directors met for its regularly scheduled meeting at the IHSA offices in Bloomington on Monday, January 7, where the Board acted on the items listed below.


ACTION ITEMS
1. The Board approved a recommendation to approve an updated version of the Track & Field Terms & Conditions, which includes the wheelchair events for this spring.

2. The Board approved the terms of the settlement agreement for Boys and Girls Track & Field for the 2012-13 school year.

3. The Board approved a recommendation to Modify Board Policy 18 (Grouping & Seeding State Tournament Series) for the remainder of the 2012-13 school year. The modification is specific to Yorkville High School in four-class team bracketed sports. Yorkville is currently located outside the designated area that allows a Sectional to be seeded as a Sectional Complex. For the remainder of the 2012-13 school year, the Chicago suburban area, as defined by Policy 18, will be extended to include Yorkville.


APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Urbana (H.S.). The student was ruled ineligible for non-compliance with IHSA By-law 3.040.

2. The Board sustained the Executive Director’s ruling on a student from Wilmette (Loyola Academy). The student was ruled ineligible for non-compliance with IHSA By-laws 3.030 and 3.040.

3. The Board sustained the Executive Director’s ruling on a student from Chicago (Gordon Tech). The student was ruled ineligible for non-compliance with IHSA By-laws 3.051 and 3.053.


DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action is taken. The following is a report of those items from the January 7, 2013, agenda:

1. The Board discussed ways to increase voting for IHSA Board elections and for the IHSA By-law Amendment Proposal process.

2. Associate Executive Director Kurt Gibson provided the Board with a report on the status of the by-law proposals that were voted on by the member schools via the Amendment Ballot voting. Results will be certified on Tuesday, January 8 and official results will be posted on the IHSA website at that time.

3. The Board heard a report on the member schools that have been suspended from IHSA membership for not attending an IHSA Principals Rules Meeting for two consecutive years.

All suspended schools have been invited to attend a make-up meeting at the IHSA Office on January 10, 2013. The Board penalizes the second consecutive violation by a school by suspending the school from participation in the state series for a period of one year beginning on January 10.

4. Associate Executive Director Kurt Gibson provided an update on the IHSA Performance-Enhancing Drug Testing Program.
