IHSA Board of Directors February Meeting Recap

The Illinois High School Association (IHSA) Board of Directors met for its regularly scheduled meeting at the IHSA office in Bloomington on Tuesday, February 11, 2025, where the Board voted to approve four action items, while also approving Advisory Committee Recommendations from fall sport advisory committees.


ACTION ITEMS
1. The Board approved a recommendation to modify the 2025 IHSA Girls Golf Regional date from Thursday, October 2, 2025, to Tuesday, September 30, 2025, due to Yom Kippur.

2. The Board approved a recommendation to suspend four schools from State Series participation for one year. Per IHSA By-law 2.130, the schools were suspended for failure to attend an IHSA Town Hall/Principals Rules Meeting for two consecutive years. The suspended schools are Chicago (Alcott), Chicago (Urban Prep/Englewood), Chicago (Urban Prep/West), and Rosamond (Faith Bible Christian Academy).

3. The Board approved a recommendation to set its Board meeting schedule for the 2025-26 school year. The IHSA Board of Directors will hold its 2025-26 meetings on the following dates. All meetings are in-person at the IHSA office in Bloomington unless otherwise noted:
-Monday, August 25, 2025
-Monday, September 15, 2025
-Wednesday, October 15, 2025
-Monday, December 8, 2025
-Wednesday, January 14, 2026
-Tuesday, February 10, 2026
-Saturday, March 14, 2026 (in Champaign)
-Monday, April 13, 2026
-Monday, June 15, 2026

4. The Board approved a recommendation to set the date of the 2025 IHSA Student Leadership Conference, which will be held on November 17, 2025, at the Embassy Suites in East Peoria.


ADVISORY COMMITTEE RECOMMENDATIONS

1. The Board approved the consent items from the Advisory Committees in the following sports & activities: Cross Country, Golf, Tennis, Volleyball, Football, Sportsmanship, Sports Medicine, and Student Advisory Committee.

Consent items are recommendations that received approval from the sport/activity advisory committee, the Athletic Administrators Advisory Committee, and the IHSA staff. Consent items can be viewed by clicking here.

Non-consent items are recommendations from sport or activity committees that did not receive a majority vote from the Athletic Advisory Committee or IHSA staff.

One non-consent item was approved:

Football
1. Teams advancing from the Second Round of the IHSA Football Playoffs will receive a quarterfinal plaque and teams that win their Quarterfinal game will receive a semifinal plaque.

1. Regional and Sectional meets may utilize a shotgun start due to darkness or weather.


APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Yorkville Christian High School. The student was granted limited eligibility in accordance with the provisions of IHSA By-law 3.043.3 and was seeking full eligibility.

2. The Board sustained the Executive Director’s ruling on a student from Prospect High School in Mt. Prospect. The student was ruled ineligible for non-compliance with IHSA By-law 3.040.

3. The Board sustained the Executive Director’s ruling on a student from Vernon Hills High School. The student was granted limited eligibility in accordance with the provisions of IHSA By-law 3.043.3 and was seeking full eligibility.

4. The Board sustained an appeal of IHSA By-law 6.011 by Andrew High School in Tinley Park. Andrew was appealing a student-athletes suspension from the IHSA State Series after being ejected from the contest prior to the State Series.


DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action was taken or action may not be required. The following is a report of those items from the February 11, 2025, agenda:

1. The Board reviewed and discussed proposals related to the Board Policy that governs the classification system, multiplier waiver, and success adjustment. The Board asked that the proposals be updated to reflect feedback and ideas presented during their discussion today. The Board plans to review and vote on the updated proposals at its meeting in March, or at a special meeting called by the Board President later this month. It remains the Board's plan to have a classification policy modification prior to releasing classifications for the 2025-26 school year.

2. The Board heard a report on the IHSA’s forthcoming nominations for the NFHS Heart of the Arts Award and NFHS Spirit of Sport Award.

3. The Board reviewed and discussed a letter from the River Valley Conference regarding challenges related to the implementation of the shot clock in IHSA girls and boys basketball in 2026-27.
