Girls Soccer State Finals Contract At North Central College Extended

The Illinois High School Association (IHSA) Board of Directors approved a recommendation to extend the IHSA Girls Soccer State Final hosting contract at North Central College in Naperville at their regularly scheduled meeting at the IHSA offices in Bloomington on Monday, February 13, 2012. 

The contract extension, which will keep the Class 1A, 2A and 3A finals at Benedetti-Wehrli Stadium for an additional five years, runs from 2012 through 2016.

“We appreciate North Central College’s continued to commitment to our Girls Soccer State Final tournament,” said IHSA Executive Director Marty Hickman. “We have had a great experience in our time there and commend the school on all that they do to make the IHSA Girls Soccer State Finals an unforgettable event for everyone involved.”

North Central College first hosted the IHSA Girls Soccer State Finals in 2002. The school previously hosted the IHSA Boys Soccer State Finals until 2010 as well, but did not attempt to extend that contract due to renovations to Benedetti-Wehrli Stadium and conflicts with its fall sports teams’ usage of the field.


ACTION ITEMS
1. The Board approved a recommendation to remove a consent item from the Boys & Girls Cross Country minutes. The language for the recommendation was updated after it was added to the consent list.

2. The Board approved the following dates for its meetings during the 2012-13 school year (all dates at IHSA office unless noted):

ADVISORY COMMITTEE RECOMENDATIONS

1. The Board approved the consent items from the Advisory Committees in the following sports: Boys/Girls Cross Country, Boys/Girls Golf and Boys/Girls Volleyball. Consent items are recommendations that received approval from the sport/activity advisory committee, the Athletic Administrators Advisory Committee and the IHSA staff. Consent items can be viewed by clicking here.

2. The Board reviewed the non-consent items and passed the following proposals:

Boys/Girls Golf
1. The following criterion will be used in breaking ties for team awards at the state finals. In the event of a tied team score at the conclusion of Saturday’s round, the tie will be broken by adding the fifth-best score from both days of competition (which may result in two different players’ scores being used). The team with the lower two-day total will win the tiebreaker and receive the trophy. If the tie remains intact after the first criterion, the same process will be used with the sixth-best scores from each day. A team that can produce a 2 day total for a 5th and 6th score shall defeat a team that cannot produce both scores.

Boys/Girls Cross Country
1. The terms & conditions will be updated to require that officials review video of the finish line film to confirm results. Previous language simply made video review an option.


ELIGIBILITY RULINGS
1. The Board modified the Executive Director’s ruling on a student from Sparta. The student will be eligible for the 2012-13 school year.

2. The Board modified the Executive Director’s ruling on three students from Carrollton. The students have been ruled ineligible for the IHSA Boys Basketball State Series due to violating the tournament participation limit (5.042). The students are eligible to compete in the State Series, but if the school chooses to allow them to participate, the penalty will be assessed to the team’s head coach, who will be suspended from coaching during all Regional contests.

3. The Board modified the Executive Director’s ruling on three students from White Hall (North Greene). The students have been ruled ineligible for the IHSA Boys Basketball State Series due to violating the tournament participation limit (5.042). The students are eligible to compete in the State Series, but if the school chooses to allow them to participate, the penalty will be assessed to the team’s head coach, who will be suspended from coaching during all Regional contests.

4. The Board modified the Executive Director’s ruling on a student from Nashville. The student has been ruled ineligible for the IHSA Boys Basketball State Series due to violating the tournament participation limit (5.042). The student is eligible to compete in the State Series, but if the school allows him to participate, the penalty will be assessed to the team’s head coach, who will be suspended from coaching during all Regional contests.

5. The Board sustained the Executive Director’s ruling on a student from Belleville (Althoff). The student was ruled ineligible for non-compliance with IHSA By-laws 3.030 and 3.040.

6. The Board sustained the Executive Director’s ruling on a student from Burlington (Central). The student was ruled ineligible for non-compliance with IHSA By-laws 3.041 and 3.072.

7. The Board sustained the Executive Director’s ruling on a student from Champaign (Centennial). The student was ruled ineligible for non-compliance with IHSA By-law 3.042.

8. The Board sustained the Executive Director’s ruling on a student from Champaign (Centennial). The student was ruled ineligible for non-compliance with IHSA By-laws 3.030 and 3.040.


DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action is taken. The following is a report of those items from the February 13, 2012, agenda:

1. The Board heard a report from the Executive Director on the status of a State Series in Boys and Girls Lacrosse for the spring of 2013. Per the parameters set forth by the Board, there were not enough teams to begin a State Series this year. At the February 1 entry deadline, 49 boys teams and 34 girls teams had entered to participate in the State Series this spring, short of the 65 boys teams and 40 girls that are required, respectively.

2. The Board heard a report from the Executive Director on the two additional Town Hall/Principals Rules Meetings that were held at the IHSA office in January for schools who failed to attend meetings in November and were placed on suspension. All schools who had been sent suspension letters attended the make-up meetings and are eligible for State Series competition.

3. The Board heard an update from IHSA Coordinator of Special Programs Tracie Henry on the IHSA Dance State Series and State Finals, which will be contested for the first time next winter.

4. The Board heard an update from the Executive Director on the IHSA Peak Performance Center, which will be a part of the Peoria Riverfront Museum.

5. The Board announced the formation of an ad hoc committee to review the potential participation opportunities for disabled student-athletes. IHSA Board member and Wauconda High School Principal Dan Klett will chair the committee, which will have a final report to the Board by the June 2012 meeting.
