Board of Directors Approves Terms and Conditions Changes
BLOOMINGTON New officials fees in boys and girls swimming, and Music and Speech changes were among changes in Terms and Conditions approved Wednesday by the Illinois High School Association (IHSA) Board of Directors at its regular June meeting.
"Our advisory committees meet on an annual basis, usually soon after the completion of the state series in that sport or activity," noted IHSA Executive Director Dave Fry. "Each advisory committee assesses the terms and conditions for its state tournament series, and all other facets of the sport or activity which may apply to the site of its state final event, and which may apply during the regular season."
Recommendations and /or reports from three advisory committees were acted upon by the Board. Following is a recap of the Board action:
Boys/Girls Swimming
1) Approved a new series of fees to be paid to the state final meet referee ($175), starter ($100), diving referee ($100), head finish judge ($100) and head timer ($100), and provisions for required overnight lodging and mileage.
2) Did not approve an increase in the fee paid to the sectional meet referee and the requirement that the sectional meet referee attend the sectional seeding meeting.
Speech
1) Debate: Approved an increase in the number of entries permitted in Cross Examination from three to four per school.
2) Individual Events: Approved an experimental event to be called "Performance in the Round" to be incorporated into the 1996-97 (next school year) state series. A subcommittee of the advisory committee has been formed to develop terms and conditions for the experimental event.
Music
1) Approved addition of the category "non-sweepstakes entry" to the Solo/Ensemble Contest.
2) Approved an increase in the maximum number of vocal ensembles from 16 to 20 .
3) Eliminated the rule which prohibited schools from using an accompanist in only six events during any contest day.
4) Set the following dates for the Music Contest Series: 1997 Solo/Ensemble March 8, Organization April 19. 1998 Solo/Ensemble March 7, Organization April 18.
Other Action
The Board took the following action regarding the general business of the Association:
1) Approved re-employment of the administrative and support IHSA Office staff for the 1996-97 school year.
2) Accepted the Executive Director's assignment of administrative responsibilities as of July 1 when Mary Struckhoff joins the staff. That general breakdown will be:
Executive Director Dave Fry: Overall CEO, Rulings,Eligibility, Legal Business Matters, Speech.
Associate Executive Director Don Robinson: Boys/Girls Basketball, Football, Boys/Girls Track and Field, Athletic Administrator Advisory Committee, Sports Medicine Advisory Committee.
Assistant Executive Director Jim Flynn: Baseball, March Madness Experience, Happening, Media, Licensing, Marketing, Merchandise, Corporate Partnerships, Promotion.
Assistant Executive Director Marty Hickman: Boys/Girls Golf, Boys/Girls Soccer, Boys Wrestling, Girls Badminton, Music, Sportsmanship Program, Academic Recognition Program, Strategic Planning.
Assistant Executive Director Susan Hinrichsen: Boys/Girls Cross Country, Boys/Girls Volleyball, Boys/Girls Gymnastics, Girls Bowling, Equity.
Assistant Executive Director Mary Struckhoff: Boys/Girls Tennis, Boys/Girls Swimming and Diving, Girls Softball, Tennis, Officials.
3) Received the first draft of the proposed budget for the 1996-97 school year, including a thorough analysis of significant changes in revenue and expenses.
4) Added PAX (Program of Academic Exchange) to the list of approved Foreign Exchange programs.
5) Received a status report of the appointment process to the Strategic Planning Team. The initial meeting is scheduled Sept. 13-15.
6) Approved a change in IHSA Policy No. 10 (Non-Faculty Coach Policy) that eliminates the requirement of member schools to submit the Non-Faculty Coach Form for persons who hold college degrees but not teaching certificates, and persons who have completed approved coach training programs.
By-Law Interpretations
The Board approved the following revisions in interpretations of Sportsmanship By-Laws 6.001 and 6.012:
1) A player who has been ejected from a contest will be allowed to travel with the team and sit on the team bench in street clothes.
2) Any player or coach ejected for unsportsmanlike conduct must miss the next regularly scheduled contest, thus prohibiting a school from scheduling a contest after a player or coach is ejected to fulfill the requirements of the by-law(s). Contests which are rescheduled prior to an ejection because of inclement weather, etc., will be treated like a regularly scheduled contest.
3) If there is no contest at the same level of competition in which a player or coach is ejected within a ten-day period, the ejected player or coach may fulfill the requirements of not participating by missing three contests for another team(s) at any level in the same sport for which the person is a rostered player or contracted coach.
4) In Boys/Girls Soccer , a player or coach receiving any red card shall be in violation of the by-law.
Eligibility Decisions
1) Sustained the Executive Director's ruling that a student is ineligible at Westchester (Immaculate Heart of Mary) until Nov. 16, 1996, for noncompliance with transfer by-law 3.041.
Discussion Items
At each meeting of the Board of Directors, there are certain agenda items which the Board discusses but upon which it takes no action. Following is a report of those on the June 1996, agenda:
1) Dual Team Wrestling Site: The Board heard a report of staff investigation of potential state final sites.
2) Criteria For Officials Fees: A comprehensive formula to determine state series officials fees is being developed by staff, and is scheduled to be an agenda item for the Officials Advisory Committee. The formula would include factors of an official's promotion status (Registered, Recognized or Certified), the level of competition assigned in the state series (regional, sectional, etc.), and the ratio to the statewide fee average paid during the regular season in a given sport
3) Boys Gymnastics: The Board received the report of the restructure committee.
