Amend Article 1.470 – Fill Vacancies

Directors
In case a vacancy occurs on the Board of Directors, the
remaining members shall fill the vacancy by the
appointment of a principal of a member school from
the Division in which the vacancy occurs.
In the
case of an at-large member vacancy, a racial
minority, underrepresented gender or private
school principal will be appointed to fill the
vacancy.
The member appointed shall serve until the annual election of
the Association as provided in Sections 1.310
through 1.370 of this Constitution.

An appointee to an office must meet the same qualification
standards that a person running for the office
would be required to meet.
Appointees shall serve for the remainder of the unexpired term.
Rationale of Submitter
Clarifies the qualifications of appointees and allows for a multi-year appointment so that no more than one at-large election will be held at the same time. Also keeps all other appointees on the same schedule as outlined in the Constitution.

Amend By-law 2.090 – Season Limitation in Athletic Activities

No school belonging to this Association shall organize its teams, practice, scrimmage or participate in any interscholastic sport outside of the season limitations as prescribed in Section 5.000 of these By-Laws; nor shall any person who coaches any sport at a member school, coach or supervise a non-school team in any interscholastic sport composed of students from that school, except within the guidelines promulgated by the IHSA Board of Directors.
No school belonging to this Association shall organize its teams, practice, scrimmage or participate in any interscholastic sport outside of the season limitations as prescribed in Section 5.000 of these By-Laws; nor shall any person who coaches any sport at a member school, coach or supervise a non-school team in any interscholastic sport composed of students from that school, except within the guidelines promulgated by the IHSA Board of Directors.
Exception: For each sport, a school may hold one informational meeting prior to the start of its season to provide information regarding tryouts, procedures and forms that need to be on file. Coaches or school personnel may not use this meeting to organize out of season programs (example: fall, winter or spring leagues).
Rationale of Submitter
Allows coaches and schools to disseminate pertinent tryout/practice information within the season limitations set by IHSA. In addition it allows what is probably occurring on a regular basis to be within the IHSA by-laws.

Amend By-law 3.153 – Special Provisions for Summer Participation

3.153 Persons who coach a sport at a member school may have a maximum of 25 days of contact in that sport with students from that school during the period between the last day of classes in the spring each year and Saturday of Week 4 in the IHSA Standardized Calendar. Students may have a maximum of 25 days of contact per sport with persons who coach that sport at the school they attend during the same time period. A day of contact is defined as any date on which any coaching or instruction in the skills and techniques of any sport takes place. These limitations apply to all sports except Baseball and Softball. An exception may be made by the Executive Director under the guidelines adopted by the Board of Directors for competitions sponsored and conducted directly by the National Governing Body for the sport.

This change would accommodate schools that have a later ending date due to scheduling, make-up days, etc.

3.154 Schools may transport students from their schools to summer league contests, coaching schools, clinics or other non-school contests in the summer.

Rationale of Submitter
This
change would give specific dates that coincide
with IHSA By-law 3.153.
It would also provide that transportation
must cease at the end of the 25 day contact
period.
Proposal No. 5

Add By-law 3.158 – Special Provisions for Summer Participation

3.158 Schools must have on file a current physical, administered within the parameters set forth in IHSA By-law 2.150, for any student-athlete who wishes to take part in any summer activity at or on behalf of his/her member school as a part of the school's 25 contact days in the summer.
Rationale of Submitter
As
the number of school-sponsored and organized
summer programs continues to rise, there is
greater concern for the welfare of
student-athletes during the warmest time of the
calendar year.
While a high percentage of student-athletes
more than likely would already be in compliance
with this proposal, the IHSA Sports Medicine
Advisory Committee feels it is only logical and
sensible, from a health standpoint, to make this
recommendation.
This proposal would only apply to such
summer activities as camps, summer league
contests, 7 on 7 scrimmages, conditioning programs
and other days of contact.

Add By-law 6.013 – Spectator Ejected for Unsportsmanlike Conduct

6.013 Spectator Ejected for Unsportsmanlike Conduct
Any spectator ejected from a contest for unsportsmanlike conduct shall be ineligible to attend the next interscholastic contest at that level of competition, and all other interscholastic contests at any level in the interim, in addition to other penalties the IHSA or the school may assess.
Rationale of Submitter
By
adding this new By-law, it specifically covers the
penalty when a spectator is ejected from a contest
for unsportsmanlike conduct.
It will give schools a specific by-law to
cite in such instances.

Rationale of Submitter
This proposal would allow teams to begin their practices and competitions earlier than they can now, without affecting the post-season as it now stands. This has several advantages for the teams:
a. Golf would begin practice the same day as football.
b. Teams would be able to start practice earlier than the past (hopefully before school starts) which would allow for more 18-hole rounds during try-outs.
c. Teams could start playing matches four days earlier. This would be especially helpful for early season tournaments which would then occur before the start of school and would be able to begin earlier in the day.
d. Student-athletes would miss less class time if more of their matches occurred before the start of the school year.
e. A few years ago, the season limitations for golf expanded from 16 to 18 dates. At that time, only two more dates were made available to fit in the extra matches. This would allow four extra days for the season to be spread out.
f. Teams now have to try to finish their practice rounds early enough for the summer leagues to get out on the course. Sometimes, this is as early as 4:00 or 4:30 p.m. That does not leave many tee times for the high school teams.
This proposal has been approved and recommended by all of the principals and athletic directors in the Southwestern Conference.
