Board Elects Joe Schlender President, Acts on Advisory Committee Recommendations

The Illinois High School Association (IHSA) Board of Directors elected Joe Schlender, principal at Hoffman Estates (Conant), president of the Board at its regular October meeting Tuesday, Oct. 12, at the IHSA Office.  Schlender, who represents Division 2, becomes the 32nd person in the 104-year history of the Association to be its president.  Schlender has been principal of Conant High School since 1994.  Prior to assuming the principalship, he was the school's athletic director from 1988-1994. 

Elected vice president was Jim Woodward, principal of Anna (A.-Jonesboro), representing Division 7. Woodward was elected to a 3-year Board term in 2003. Catherine Finch, principal at Stockton, was elected secretary. Mrs. Finch represents Division 4 and has been a member of the Board since 2000.

Election of officers came after the canvass of ballots in this year's Board elections.

Three Board members were elected to full 3-year terms.  Katherine Flanagan, principal at Chicago (Manley), was elected to a 3-year term representing Division 1.  John McGraw,  principal at Tinley Park (H.S.), was elected to a 3-year term representing Division 3.   Catherine Finch, principal at Stockton, was elected to a 3-year at-large term representing the underrepresented gender.

Three other Board members were elected to shorter terms for seats left open after resignations from the Board.  Jim Boyd, principal at Port Byron (Riverdale), was elected to a 1-year term from Division 4.  Mike Kelly, principal at Carlinville, was elected to a 1-year term from Division 6.  Terrence Martin, principal of Rock Island (H.S.), was elected to a 2-year at-large term representing minorities.  Of the six election winners, only Martin is a newcomer to the Board.

In accepting the canvass, the Board dealt with a conflict in the IHSA By-laws, which prohibit the election of an at-large Board member from a division already represented by an at-large member. Because of a vacancy, two at-large board seats were up for election this year and both were won by principals from Division 4.  After reviewing the facts and options, the Board voted to seat Terrence Martin for his 2-year unexpired term and appoint Catherine Finch to serve until the 2005 election.   The Board of Directors also offered a By-law amendment proposal that, if ratified by the membership, would prevent such an occurrence in the future.

Other Action

1.      Annual Audit: The Board accepted the annual audit of IHSA financial records for the 2003-04 school term by the Clifton, Gunderson firm.

2.      Legislative Commission Appointments: The Board authorized appointment of seven people to the Legislative Commission. The appointments were necessary  because there were no candidates on the ballot this year, or in the case of District 11, because of a resignation. Those authorized for appointment were:

In addition, Jim Miglin of South Beloit accepted the District 10 seat won by Deb Keith of Dakota.  Ms. Keith declined the seat because she already holds the Division 4 at-large seat on the Legislative Commission representing minorities or the underrepresented gender.

Board Acts on Terms and Conditions Recommendations

The Illinois High School Association (IHSA) Board of Directors acted on recommendations for Terms and Conditions and administrative procedures from seven advisory committees at its regular October meeting Tuesday in the IHSA Office.

"Our advisory committees meet on an annual basis, usually soon after the completion of the state series in that sport or activity," noted IHSA Executive Director Dr. Martin L. Hickman. "Each advisory committee assesses the terms and conditions for its state tournament series, and all other facets of the sport or activity which may apply to the site of its state final event, and which may apply during the regular season."

Following is a recap of the Board action Tuesday:

Girls Badminton

1.      Approved a recommendation combining the functions of the sectional complex meeting and the sectional meeting, which had been held separately, into a single day.

2.      Approved a recommendation to assign the 17-20 sectional seeds to sectionals in reverse order.

3.      Approved a recommendation to adding to the Saturday time schedule an 8:00 am. officials' meeting and a 9:30 am. coaches' meeting.

4.      Approved a recommendation clarifying that in sectional play a bye will be counted as a win when the singles or doubles player wins the next match following the bye, and that a default or forfeit will be counted as a win and the proper number of points will be awarded.

5.      Approved a recommendation stating that uniforms must be worn as the manufacturer intended. The games committee reserves the right to determine appropriateness of the uniform and the messages printed on the uniforms.

6.      Approved a recommendation clarifying that following an injury timeout, either competitor has the option of a one-minute warm-up period.

7.      Approved a recommendation that under normal circumstances a player should not leave the court or gymnasium during the match or between games 1 and 2. When a player must leave the court during the match, verbal or non-verbal coaching is prohibited and intentional delay of the match is also prohibited.

8.      Approved a recommendation that coaching be allowed by one coach or one player for the 90 seconds between games 1 and 2, and by one or more coaches or players during the five-minute rest period between games 2 and 3. In addition, during the 5-minute break, players may leave the court.

9.      Approved a recommendation clarifying that during an injury timeout, neither the injured or non-injured player may receive any coaching, verbal or non-verbal.

10.  Approved a recommendation clarifying that during an injury timeout, the non-injured player may hit with another player or coach to stay warm.

11.  Approved a recommendation that each coach shall submit to the sectional and state final manager a "player information card" with the overall record for each potential entry.

12.  Approved a recommendation clarifying that all coaches from the participating schools and the tournament manager will make up the sectional games committee, except for coaches with a potential conflict of interest in the ruling.

13.  Approved a recommendation clarifying that two coaches from each sectional complex will make up the sectional games committee, except for coaches with a potential conflict of interest in the ruling.

14.  Approved a recommendation that schools receive up to four coaches passes as reported on the online entry form.

15.  Approved a recommendation that two roving officials be provided for singles matches and two roving officials for the doubles matches for both days. Roving officials do not have to be licensed and can be coaches of competing players.

16.  Approved a recommendation clarifying the pay scale for officials at the state finals.

Boys Baseball

  1. Rejected a recommendation to conduct Class A Baseball Seeding Meetings on Monday of Week 44 (May 2, 2005) and Class AA Baseball Seeding Meetings on Monday of Week 45 (May 9, 2005).
  2. Approved a recommendation to make the following changes to the tournament playing schedule:

·        Class A: Regional quarterfinals on Monday and Tuesday of Week 46, semifinals on Wednesday and Thursday of Week 46 and finals on Saturday of Week 46

·        Class AA: Regional quarterfinals on Monday and Tuesday of Week 47, semifinals on Wednesday and Thursday of Week 47 and finals of Saturday of Week 47.

  1. Approved a recommendation that the host school management determine the bench assignments for each team.
  2. Approved a recommendation that in the Boys Baseball Hitting Derby, each batter shall have no more than 20 pitches to take his 12 swings.

Girls Softball

  1. Approved a recommendation to make the following changes to the tournament playing schedule:

1.      Class A: Regional quarterfinals on Monday of Week 46, semifinals on Tuesday and Wednesday of Week 46 and finals on Saturday of Week 46.  Sectional semifinals on Wednesday and Thursday of Week 47 and finals on Saturday of Week 47.  Super-sectional on Monday of Week 48.

2.       Class AA: Regional quarterfinals on Monday of Week 47, semifinals on Tuesday and Wednesday of Week 47 and finals of Saturday of Week 47.  Sectional semifinals on Wednesday and Thursday of Week 48 and finals on Saturday of Week 48.  Super-sectional on Monday of Week 49.

Boys/Girls Track and Field

1.      Approved a recommendation that one and two-piece bodysuits that are similar in color be legal; that only those undergarments approved by the school and coach and similar in color be legal; and that the stripes down the sides of an undergarment will not be an used to determine the legality of a uniform.

2.      Approved a recommendation that Friday's preliminaries not carry over to the Saturday finals in discus, shot put, long jump, and triple jump.

3.      Approved a recommendation to allow the Sectional Games Committee to reseed at the scratch meeting due to scratches.

4.      Approved a recommendation that requires that all Sectional Meets keep to a strict time schedule.

5.      Approved a recommendation to change the following qualifying standards:

·        Boys Class A 300-meter inermediate hurdles from 41:2 MT and 41:44 FAT to 41.0 MT and 41:24 FAT

·        Boys Class A 4x100-meter relay from 44.6MT and 44:84 FAT to 44.5 MT and 44:74 FAT

·        Boys Class A 800-meter run from 2:01.5 MT and 2:01.74 FAT to 2:01.0 MT and 2:01.24 FAT

Girls Water Polo

1.      Approved a recommendation to change the Session 4 game times to 3:30, 5:00, 6:30, and 8:00.

2.      Approved a recommendation to reimburse teams participating in the State Final tournament at the rate of $2.00 per mile per team for one round trip to and from the site where the tournament will be played. In addition, each team that participates shall receive a flat expense allowance under the following formula, based on the school's round-trip distance from the state final site: 0-150 miles, $500; 151-300 miles, $1,000; more than 300 miles, $1,500.

News Media

1.      Approved a recommendation to grant general media passes only upon written request to semi-weekly newspapers, weekly newspapers, cable television stations, over-the-air commercial television stations, radio stations, internet originators, and member school television and radio stations.

2.      Approved a recommendation that host school personnel assign approved radio stations, television stations and/or newspapers to seating locations that allow for the best possible view of the contest, as well as the least interaction with spectators, with the location based upon the date of the organization's request for credentials.

Officials

1.      Approved a recommendation to allocate grant money to twelve different officials associations in sums ranging from $70 to $500. The grant money is to be used by associations for recruiting, mentoring, education/clinics and sportsmanship programs.

2.      Rejected a recommendation that the IHSA post on the Schools Center and Officials Center a list of associations, assigners and schools that did not submit a Top 15 List.

3.      Tabled a recommendation that the IHSA create an online form that officials would fill out after each IHSA regional, sectional, super-sectional and state final tournament, that would give feedback about the host site.

4.      Tabled a recommendation that created a policy for payment of officials when a game has been cancelled or postponed during an IHSA post-season contest.

5.      Tabled a recommendation that IHSA rule interpreters need to be reviewed by the sport administrator each year.

6.      Rejected a recommendation that would prohibit officials who have not attained a Certified or Recognized level in the IHSA system from receiving certain high ratings when being rated by member schools and officials.

Eligibility Rulings

1.      Directed the Executive Director to review his ruling that a student in ineligible at Murphysboro for the 2004-05 school term for non-compliance with By-law 3.043, giving weight to potential mitigating circumstances.

2.      Sustained the ruling that a student is ineligible at Flanagan for the 2004-05 school term for non-compliance with By-law 3.034.3.  The By-law prohibits eligibility for foreign exchange students who are placed directly into a particular school.

Discussion Items

At each meeting of the Board of Directors, there are certain agenda items that the Board discusses, but upon which it takes no action.  Following is a report of those on the October, 2004, agenda:

Chicago Public League Meeting: The Executive Director presented a summary of a meeting held in Bloomington on October 5 between administrative staff members of the Chicago Public League and the IHSA.  Calvin Davis, Director of Sports Administration for the CPL, and nine members of his staff were in attendance.

“Our meeting with the CPL staff was outstanding,” said IHSA Executive Director Marty Hickman. “Our continued dialogue and cooperation will be beneficial to both organizations.”

Public-Private Task Force: The Board heard a report on the latest meeting of the Public-Private Task Force, which was held September 28.  A previous press release summarized the proceedings of this meeting.  President Schlender, who chairs the committee, said he expects related By-law amendment proposals to be presented to the Board at its December meeting.

Competitive Cheerleading Advisory Committee:  The Board heard an update on the deliberations of the Competitive Cheerleading Advisory Committee, which has met twice in the past six weeks and will meet again later in October.  The committee is charged with developing the rules of competition and the tournament structure for a new IHSA state series to be held during the 2005-06 school term.  Minutes from the competitive cheer advisory committee meetings are available online.

Amendment Proposals: The Board received an update on the 7 proposals submitted to the IHSA Office for consideration by the Legislative Commission during the annual referendum process. The deadline for submission of proposals was Oct. 5. The Legislative Commission will meet twice to consider each proposal. The first meeting is Nov. 1, when the commission members will hear the pros and cons regarding each proposal. The second meeting is Nov. 22, when the Legislative Commission will vote whether to place each respective proposal on an electronic ballot for consideration by all member schools. Between the first and second meetings of the Legislative Commission, the IHSA will conduct 28 Town Meetings/Principals Rules Meetings throughout the state. The principal of each member school (or designee) is required to attend one of these meetings. During the Town Meeting portion of the combined meetings, each proposal before the Legislative Commission will be reviewed and the pros and cons of each proposal will be discussed. If the Legislative Commission votes to place a proposal on the ballot, the 752 IHSA member schools will have the opportunity to vote for or against the proposal via electronic ballot. Deadline for voting is Dec. 15. A simple majority of votes cast on each ballot proposal will approve or defeat it.

Electronic Balloting: The Board heard a report regarding participation of member schools in the electronic nominating process of candidates for the Board of Directors and Legislative Commission. Last year, the first year of electronic nominating and balloting, a total of 167 schools took part in the nomination process and 398 different member schools participated in the balloting.  This year those numbers dropped to 117 schools nominating and 343 schools voting.

NFHS Hall of Fame: The Board heard a report that nominations for the National High School Hall of Fame for the class of 2005 close Nov. 15. Anyone can nominate a person for the National High School Hall of Fame. The categories are as follows: High School Male Coach, High School Female Coach, High School Contest Officials, Former High School Athlete, State Association Executive Director, State Association Governing Board Member, State Association Information Director/Assistant Director, Media Representative, National Association of Secondary School Principals (NASSP) Representative, National School Boards Association (NSBA) Representative, High School Activities Administrator and High School Fine Arts Coach/Administrator. Each state may nominate one person in each category. There is a limit of one inductee per state per year.

High School Activities Week: The Board heard a report of plans at the NFHS level and within IHSA for National High School Activities Week (Oct. 17-22). Each day during this period is a designated day. Those days are:

IHSA/IESA Breakfast: The Executive Director reviewed plans for the annual IHSA/IESA Breakfast, to be held October 19 at the Springfield Hilton Hotel.  The Annual Breakfast is held during the Illinois Principals Association conference.

Sports is Education, Too:  The Executive Director noted that he will be a presenter at the “Sports is Education, Too” symposium on October 19 in Chicago following the IHSA Breakfast.

Joint Conference: The Executive Director noted that several members of the IHSA administrative staff will represent the Association at the IASB/IASA/IASBO Joint Conference in Chicago on November 18-20, and that Kurt Gibson and Beth Sauser will be presenters at the conference.
