Board Approves Budget for 2004-05

The Illinois High School Association (IHSA) Board of Directors approved the operating budget for the 2004-05 school term at its regular August meeting in the IHSA Office Monday (Aug. 9).

This year's budget reflects income anticipated at $6,520,000 and expenses at $6,143,000.

Three new Board members participated in Monday's meeting.  Each was appointed to serve until the next Board elections in the fall, replacing members who retired this summer.  They are Principal John McGraw of Tinley Park (H.S.) representing Division 3, Principal Michael Kelly of Carlinville representing Division 6, and Principal Melver Scott of Chicago (Crane), filling an at-large position.  They are filling the seats on the Board previously held respectively by Frank Stout of Summit (Argo), Todd Prusator of Rochelle, and Diane Dyer-Dawson of Chicago (Collins).

Other Action

1.      The Board approved an increase in the base officiating fee from $125 to $130, an increase of approximately 4 percent.  For each sport, the base officiating fee is modified by two multipliers to determine the actual fee for each contest worked.  The recommendation will increase IHSA expenses by about $22,000 per year.

2.      The Board approved an increase in officials' travel reimbursement from 20 cents per mile to 25 cents per mile, for all round-trip miles over 100 driven to state series contests.  The recommendation will increase IHSA expenses by about $7,000 per year.

3.      The Board approved a Boys and Girls Golf Participant Code of Conduct and a Boys and Girls Golf Spectator Code of Conduct that will be incorporated into the Terms and Conditions of each sport.  The Codes of Conduct provide for definitions of and uniform penalties for unsportsmanlike acts that occur during the IHSA state series.

4.      The Board approved the financial aid form developed by the Financial Aid Criteria Committee.  The form is to be filled out by non-public member schools and returned to the IHSA Office by May 1, 2005.

5.      The Board approved a credit resolution authorizing the transfer of credit accounts to the Citizens Equity Federal Credit Union (CEFCU).

6.      The Board approved the use of online entry systems in those sports and activities that do not already have such a system in place.

Eligibility Rulings

1.      Sustained the Executive Director's ruling that a student is ineligible at Aurora (East) for the second semester of the 2004-05 school term, for non-compliance with attendance by-law 3.014 and participation by-law 3.051.  The student participated with the high school team while he was in the second semester of the eighth grade.

Other Rulings

1.      Modified the Executive Director's ruling that revoked the membership of Chicago (C. International Charter School – Northtown Academy).  CICS has two campuses, one on the south side of Chicago (Longwood) and one on the north side (Northtown), but holds only one certificate of recognition from the Illinois State Board of Education.  Section 1.210(b) of the IHSA Constitution requires that each public high school hold an ISBE certificate as a requirement of membership.  The Board approved Northtown's membership in the Association for the current school term, contingent upon documentation of alternative accreditation.

Discussion Items

At each meeting of the board of Directors, there are certain agenda items that the Board discusses, but upon which it takes no action.  Following is a report of those on the August, 2004, agenda:

Public-Private Task Force:  The Board heard a report on the status of the Public-Private Task Force, which met as a group and in subcommittees during the summer.  A meeting of the whole committee is planned for September.

Financial Aid Criteria Committee:  The Board heard a report on the status of the Financial Aid Criteria Committee.

Illinois High School Hall of Fame:  The Board heard a progress report on the proposed Illinois High School Hall of Fame, which would be located in downtown Peoria, in conjunction with the regional Lakeview Museum.

IADA Meetings, Town Meetings, and Principals Rules Meetings: The Board heard a report on the plans for upcoming meetings with IHSA staff members to be held throughout the state.

IHSA Annual Report: The IHSA Annual Report was mailed to schools in the all-school mailing.  A PDF copy is provided online.

IHSA Representatives in National Leadership: Members of the Association's administrative staff, persons from IHSA member schools, and other Illinois residents continue to play significant roles in national positions relative to interscholastic programs:

NFHS Citation: Ken Shultz, Athletic Director at Homewood-Flossmoor High School, has been selected as a 2004 recipient of its NFHS Citation.  Ken is one of eight athletic administrators to be honored this year.  The award will be presented at the National Athletic Directors Conference on Tuesday, December 14, 2004, in New Orleans.

IPA Conference: University of Illinois Head Men's Basketball Coach, Bruce Weber, will be the featured speaker at the IHSA Breakfast on October 19 during the IPA Conference in Springfield.

Sportsmanship DVD: A DVD entitled “Sportsmanship: Competition with Respect” was sent to the member schools in the all-school mailing.
