IHSA Advisory Committee Recommendations

It has been our practice to provide a résumé of IHSA activity advisory committee recommendations for our member schools to review prior to action being taken on these recommendations by the Board of Directors.

If you wish to express support or concern about any of the recommendations, please contact the IHSA Board of Directors member representing your Division or the IHSA administrator in charge of the activity. This is an opportunity for you to give direct input on specific issues to the Board. We hope you will take advantage of it.

The Athletic Administrators Advisory Committee will review these recommendations at its meeting on April 24, and the Board of Directors will consider and take action on them at its meeting on April 29.

2001-2002 IHSA BOYS/GIRLS BASKETBALL ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Marty Hickman

1. Recommendation - Boys and Girls State Finals: Conduct the Three-Point Shooting Warm-ups and Finals, on Saturday morning, prior to the 20 minute team warm-up for the first game of Semifinal Session 3.

Rationale: There is a disadvantage to the teams playing the second game of Session 3 since the actual game time could fluctuate depending on the first game and the Three-Point contest. Also, if there is a time delay of any type, the recovery time between Sessions 3 and 4 for participating times is reduced. Moving the Three-Point contest to a different time would alleviate the issue.

2. Recommendation - Boys and Girls State Finals: Conduct the Three-Point Shooting Warm-ups and Finals, on Saturday afternoon, after the second game of Semifinal Session 3 and before the Slam-Dunk contest.

Rationale: There is a disadvantage to the teams playing the second game of Session 3 since the actual game time could fluctuate depending on the first game and the Three-Point contest. Also, if there is a time delay of any type, the recovery time between Sessions 3 and 4 for participating times is reduced. Moving the Three-Point contest to a different time would alleviate the issue.

3. Recommendation - Boys and Girls Series: Reduce the warm-up time at the Regional, Sectional and Super Sectional Levels of the state series from 20 minutes to 15 minutes.

Rationale: Allows for extra time if there is a double header scheduled on one night. If a game goes into over time there would be some flexibility in the sched-ule. Teams are already ready to play, five minutes less of warm-up time will not affect their performances.

4. Recommendation - Class AA Boys and Girls Series: Adopt the Sectional Complex with fixed Regional sites as the format for the IHSA State Series in Class AA Basketball. A maximum of 8 schools will be seeded and no more than 2 seeded teams will be placed at each Regional site.

Rationale: The format complies with the IHSA policy for seeding Bracketed Team Sports.

5. Recommendation - Class A Boys and Girls Series: Send information to all Class A schools with basketball teams outlining the Guidelines for Seeding for Bracket Team Sports and Activities. Schools would have two weeks to voice their opinion on which structure they would like to follow. The Advisory Commit-tee would be contacted with the results by the IHSA office and vote accordingly. The structure would be adopted for next the 2003 State series.

Rationale: The Advisory Committee felt that they did not have enough information to make a decision between the two options. The members felt that they could make an informed recommendation on the structure in May.

6. Recommendation - Boys and Girls State Finals: Reduce the break between Sessions 1 and 2 on Friday of the State Final Quarterfinals as reflected in following time schedule:

Rationale: The Advisory Committee suggested that Games 3 and 4 starting times should be moved up in order to create adequate recovery time after game 4 for players to eat and rest for the Saturday Semifinal games.

7. Recommendation: Boys and Girls State Finals. Start Session 3 on Saturday at 11:00 for all tournaments.

Rationale: The Advisory Committee felt that starting all Semifinals games in session 3 could give teams some more recovery time for Session 4. Also, creates the same time schedules for all Semifinal and Final games in all tournaments.

8. Recommendation: Boys and Girls State Finals. Eliminate the two 30-second time outs for Sessions 1, 2, 3 and 4 at the State Finals.

Rationale: All televised games (Quarterfinals, Semifinals and Finals) have 4 TV time outs (1 per quarter per game) there is not a need to have the two 30-second time outs as well. The 3 full time outs and 4 TV time outs are sufficient for teams to use.

9. Recommendation: Boys and Girls Super Sectionals. Award Super Sectional Plaques to the winning team.

Rationale: Awards are given to the winning team at all the previous levels of play in the state series. As a show of recognition to the eight state qualifying teams for their achievement, an award should be given. Currently the super sectional winners do not receive a plaque and if the team loses the first game in the quarterfinals they go home without anything.

 

2001-2002 IHSA BOYS/GIRLS BOWLING ADVISORY COMMITTEE RECOMMENDATIONS

1. Boys and Girls Recommendation: VII. Tournament Rules A. Seeding and Lane Assignments
On the basis of a season average, teams in each sectional will be seeded in such a manner as to place the highest seeded teams in preferred lanes. In the case of a tie in the team seed, the manager shall break the tie with the highest individual score, which was a part of the team seeding average. In cases where the sectional manager was not provided a team seed, those schools will be placed in the remaining lanes by the luck-of-the-draw.

The formula for seeding shall be to calculate the current season's competitive averages of the top five (5) bowlers on the team and add those scores together to create a team seed. The team seed must be submitted to the sectional manager no later than ten (10) days prior to the sectional meet.
Sectional lane assignments for the seeded teams of the first round (based on a 12-team sectional) are:

Rationale: Consistent with past seeding practices of IHSA state series tournaments.

2. Boys and Girls Recommendation: III. B. Sectional and State Team Rosters
In each of the sectionals and state final tournament, a participating school shall not have any more than eight eligible participants on the team roster in addition to two coaches. It is recommended that the team roster be submitted to the host school. It is not required to designate the starting line until the day of the actual tournament. The roster can change prior to the start of the sectional or state tournament. The sectional manager, or the state final manager, should be notified of any changes to the team roster.

Individual qualifiers advancing to the state finals will be allowed a maximum of two coaches on the roster.

Rationale: This recommendation addresses space in the competitor and fan areas with an intent to avoid advance sale tickets. This recommendation allows a team three alternates in addition to a maximum of two coaches.

3. Boys and Girls Recommendation: VII. S. Passes
A maximum of eight passes will be allotted to participants of schools that are competing for team honors in addition to a maximum of two passes for coaches that are listed on the sectional winner report.

One Pit Pass will be provided to schools with individual qualifiers, which will allow access into the competitor area. Two pit passes will be provided to schools with competing teams.
Rationale: A method used to manage the space available in the competitors' area. Coaches not in the pit will be provided seating directly behind the pit and can switch their responsibilities at anytime.

4. Boys and Girls Recommendation: IV. B. Admission
Admission to the state finals for the day will be $10.00 for session 1 and $10.00 for session 3. Ticket prices for individuals entering only sessions 2 or 4 will be charged $5.00. No refunds will be issued for anyone attending only session 1 or 3.

Rationale: Since the site cannot be cleared of fans, a one-day fee has been charged for two sessions. Higher ticket price may also help manage the crowd.

5. Boys and Girls Recommendation: VI. B. Advancement of Winners
Forty individuals, who are not a part of a team, shall advance to the state finals. (At large berths may be necessary depending on CPL. If there are 10 section-als, then 4 from each sectional shall advance. If 12 sectionals, then 3 shall advance with 10 at-large.)

Rationale: Equity to team competitors. With two additional competitors on a pair of lanes and extra balls thrown, lane conditions change as well as pace of the play.

6. Boys and Girls Recommendation: VII. L. The Tiebreaker for Lane Assignments
In the event of a team tie following the morning round in sectional competition, looking at the highest team score of the three games of round one will break a tie.

Rationale: Since lane assignments are based on scores, this is in line with the concept.

7. Boys and Girls Recommendation: VII. K. Substitution
In the event of an injury or illness that occurs during a game, a substitution can be made, but the player may not return to play the remainder of the day.

Rationale: This addresses the handling of injury or illness substitutions.

8. Boys and Girls Recommendation: VIII. A. Tournament Policies
The committee recommends deleting VIII A. Coaching Qualifications.

Rationale: Housekeeping recommendation as the terms and conditions are quoting a by-law, which controls coaching qualifications.

9. Boys and Girls Recommendation: VIII. B. Photographer Access
Photographer access at the state finals
Sectional or State finals: During any warm up period, photographers will be allowed to take photographs from the lanes with flash cameras. Once the compe-tition begins, no flash cameras can be used and photographers will not be allowed on the competition area.

State Finals: At the final session of the state tournament, blinds will be set up. Photographers issued a media pass will not be allowed access to the blinds on the lanes for the purpose of photographing or televising competitors. The blinds located on the outside of the lanes will not be limited on when they can be used. The blinds set up in the middle of the competition will have limited access. Once the competition begins, photographers using the middle blind must either move to the outside blinds, leave the competition area or remain in the blind until the round is completed.

Rationale: Allow the press to get photographs without jeopardizing the integrity of the competition.

10. Boys and Girls Recommendation: V. A. 7. Lane Conditions
It is recommended that, at the sectional and state finals, fresh lanes be used for each session.

 

2001-2002 IHSA BOYS/GIRLS GYMNASTICS ADVISORY COMMITTEE RECOMMENDATIONS

1. Recommendation: The committee recommends the IHSA approve a task force to develop a tournament structure to advance 12 teams to the state finals for boys and girls.

Rationale: The committee believes that advancing 12 teams would solve the bye problems in the rotation for the boys state finals while maintaining efficiency in the conduct of the state finals, increase attendance and address the concerns of equity in advancing 12 teams for both programs. The structure would be designed after the current NCAA structure.

2. Recommendation: The committee recommends that the at-large qualifiers will be announced on the IHSA web site.

Rationale: This takes the burden off of Palatine H.S. or Schaumburg for making phone calls to coaches. For all practical purposes qualifying schools already are using the web site for rotation information.

3. Recommendation: The committee recommends that any student in a member school, eligible in all respects, may be entered to represent their school as an individual in the boys and/or girls state series provided that the school has engaged in at least six interscholastic gymnastics contest during the current season.

Rationale: This is consistent with the IHSA philosophy in providing a uniform standard for all schools to follow in order to maintain equitable athletic competi-tion. Club gymnasts who have not competed for their school during the season are not limited by IHSA by-laws and are competing without restriction all year. This accommodation, currently provided for club athletes, favors them at the expense of IHSA participants as well as eliminating a needed investment into the high school gymnastics program.

 

2001-2002 IHSA BOYS/GIRLS SWIMMING ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Beth Sauser

1. Recommendation: VII. C. Boys and Girls Sectional Diving Panels. All Diving Coaches names are placed in a hat at the Sectional Seed meeting. Three (3) Diving coaches names are drawn to serve as judges at the Sectional meet. A coach may decline the position and another name is drawn.

Rationale: To ensure that there is a consistent procedure and practice for choosing coaches as Sectional Diving Panel judges at the 15 Sectionals. (Advisory Committee voted 7-0)

2. Recommendation:
Change the Boys qualifying times in the following events:
100 Butterfly from 54.89 to 54.39
200 Medley Relay from 1:41.59 to 1:41.09
200 Freestyle Relay from 1:30.59 to 1:30.19
200 Freestyle from 1:48.59 to 1:47.69
500 Freestyle from 4:55.29 to 4:54.29

Change the Girls qualifying times in the following events:
50 Freestyle from 25.19 to 25.01
200 Medley Relay from 1:53.69 to 1:53.39
200 Freestyle Relay from 1:42.49 to 1:41.49
400 Freestyle Relay from 3:44.99 to 3:43.99

Rationale: Adjustment needed based on number of previous qualifiers. (Advisory Committee voted 7-0)

3. Recommendation: Add to Boys and Girls Terms and Conditions regarding Officials:
X.B. Coordinator of Officials - $200.00 as a head official;
X.C. Mandatory Meeting for the Six (6) Head Officials at 7:00pm on Thursday at the site of the State Final.

Rationale: Amend Terms and Conditions to reflect current practice. (Advisory Committee voted 7-0)

4. Recommendation: Boys and Girls VI. E. For the Diving Preliminaries on Friday; all 48 Divers perform 5 dives in Rounds 1-5, the field is then cut to 16 divers for Rounds 6-8 and then final cut to a field of 12 divers for Saturday Rounds 9-11.

Rationale: Currently the field of 48 competitors is cut to 32 after 3 dives. The committee felt that diving only 3 dives before the first cut does not give a fair chance to the qualifiers with the thought that if a diver had one poor dive out of five it is not as detrimental as having one poor dive out of three. (Advisory Committee voted 7-0)

Note: If the above is approved the Diving Panel Judges would continue to rotate after Rounds 3-5-8

5. Recommendation: Boys and Girls V. D. If Recommendation #4 is approved the Time Schedule for Fridays Diving Prelims should be as follows: 7:30 am - Doors Open to Public
All Official Diving Sheets are due
8:00 am Diving Referee meets with Diving Panel Judges
8:15 am Diving Coaches and Participants meet with Dive Referee
8:30 am Diving Prelims and Semifinals start

Rationale: If all divers compete in two extra rounds, the competition needs to be moved up ˝ hour to accommodate the change. (Advisory Committee voted 7-0)

6. Recommendation: Boys and Girls VIII. C. Passes for coaches will be distributed with the following formula: 1-5 Qualifiers = 2 coaches passes; 6- 10 Qualifi-ers = 3 coaches passes; 11 Qualifiers = 4 Coaches passes.

Rationale: The lack of deck and bleacher space continues to be an issue at the State Finals.
For the 2001 Girls Finals there were 285 coaches passes distributed and 629 participant passes distributed. For the 2002 Boys Finals there were 337 coaches passes distributed and 632 participant passes distributed. (Advisory Committee voted 7-0)

Note: If a school has two (2) coaches listed on the entry form, that school will not receive extra passes even if the school has six (6) or more qualifiers.

If Recommendation #6 passes then Recommendation numbers 7-8-9-10 are withdrawn.

7. Recommendation: Boys and Girls VIII. C. No more than two (2) coaches per school are allowed on deck at any one time for Friday during the Swimming Preliminaries. Schools will receive wristbands for every qualified coach listed on the Entry Form to be admitted to the State Finals site. School will then re-ceive two (2) passes for the coaches to share with one another to gain access on deck.

Rationale: The lack of Deck and Bleacher space continues to be an issue at the State Finals.
For the 2001 Girls Finals there were 285 coaches passes distributed and 629 participant passes distributed. For the 2002 Boys Finals there were 337 coaches passes distributed and 632 participant passes distributed. (Advisory Committee voted 7-0)

8. Recommendation: Boys and Girls VIII. C For the Saturday Finals schools with Qualifiers receive a maximum of four (4) extra deck passes* so a total of six (6) coaches from a school have access on deck.

*Note: If a school only has a total of three (3) coaches listed on the entry form that school will only receive one (1) extra deck pass for Saturday. If a school only has a total of nine (9) coaches listed on the entry form that school will only receive four (4) extra deck passes for Saturday.

Rationale: On Saturday many non-qualifying Coaches and Participants do not return to watch the Finals, which in turn frees up deck space for more coaches of qualifying schools. (Advisory Committee voted 7-0)

9. Recommendation: Boys and Girls VIII. C. If divers do not qualify from a school for State; Diving coaches do not receive a deck pass for the Swimming Pre-lims.

Rationale: An attempt to create some deck and bleacher space for participants. (Advisory Committee voted 7-0)

10. Recommendation: Boys and Girls VIII. C. The 12 Diving Coaches of the 12 Diving Finalists will be given a deck pass for Finals on Saturday. These passes will not count towards qualifying schools four (4) extra passes.

Rationale: The Diving Finals are not separated from the swim events as they are on Friday. (Advisory Committee voted 7-0).

 

2001-2002 IHSA BOYS WRESTLING ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Dave Gannaway

1. Assigning and seeding would be done by Sectional Complex for wrestling.

2. The Committee recommended that the Wrestling Entry Form include names for twenty-eight (28) wrestlers, not twenty-one (21). This would allow a school to have one back-up wrestler per weight class. It would also increase the number of medals, seven (7) per team, that are awarded at the state finals. This would give the coaches the option of putting different wrestlers on the mat instead of forfeiting a weight class once a match has been won.

3. There was a recommendation by the Committee that a Rationale be put in the Terms and Conditions to reinforce the wrestling of all matches in the Dual Team State Tournament series. Some teams forfeit matches once the meet has been determined.

4. The Committee recommended that the following seeding criteria be used to seed the teams in the Sectional Complex:
1) Head to Head
2) Common Opponent
3) Vote of the Coaches
If tied for a spot, re-vote on tied spot only. If a tie remains, then flip of the coin.

5. If Wrestling is not televised, the Committee recommended that the State Finals be taped so that the tapes can be made available to all parties -- one tape for Class A and one tape for Class AA. The tapes would be stored at the IHSA.

 

2001-2002 IHSA EQUITY ADVISORY COMMITTEE RECOMMENDATIONS

1. Recommendation: The committee recommends that a letter be sent to member school Principal's asking for them to identify individuals working at their school who would be good candidates to serve on an IHSA committee. Those candidates would be identified as men, women and non-whites.

Rationale: One of the strategies of the association is to increase the number of women and minorities involved with the IHSA. This would assist the IHSA in meeting its goals as well as identifying new people who could become involved in IHSA.

2. Recommendation: The committee recommends that IHSA add to its member school directory two positions -- Assistant Principal and Assistant Athletic Director.

Rationale: One of the strategies of the association is to increase the number of women and minorities involved with the IHSA. This would assist the IHSA in meeting its goals.

3. Recommendation: The committee recommends that the IHSA no longer support the National Girls and Women in Sports Day as an IHSA promotion.

Rationale: The committee believes that NGWSD provides recognition to only one gender and is not in alliance with our desire to treat all programs equitably. It recognizes that there are schools who still would like to participate in the national promotion, therefore IHSA would inform them where they can access the promotional material.

 

2001-2002 IHSA OFFICIALS ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Dave Gannaway

1. Recommendation: The Committee recommends that the Grant Program to Recognized Officials Associations be continued for the 2002-2003 school year. The Illinois High School Association has made $5000.00 available to Recognized Associations to apply for to help with mentoring, education and recruiting programs. The IESA has made $2000.00 available to go with this program and they will continue this for next year.

2. Recommendation: The Committee recommends that the IHSA send a letter to all schools and assignors that explains exactly how to print their own officials data and all the sorting capabilities that can be done to get the exact list they would want.

3. Recommendation: The Committee recommends that the IHSA make the printing of the Officials Directory available for purchase only by member schools or anyone else that would want to purchase it.

4. Recommendation: The Committee recommends that, during the 2003-2004 officials' mailings, the IHSA include two (2) new official patches per each sport an official is licensed in. Each official should have at least two uniforms per sport. This will allow for the new IHSA officials' patch to be changed correctly with all officials.

5. Recommendation: The Committee recommends that the IHSA put the written criteria on the rating of an official on the web page where coaches and officials go to rate officials.

6. Recommendation: The Committee recommends changing the sport categories for determining fees to the following and provide a straight $5.00 increase on the base for all sports:
100 % sports: Football and Basketball

85% sports: Soccer, Volleyball, Swimming Ref, Swimming Starter, Wrestling Ind., Wrestling TEam, Track Ref, Track Starter, Baseball and Softball

65% sports: Swimming Asst., Track Asst. and Volleyball Line Judge

Rationale: The swimming starter and the track starter should receive 85% of the base since they serve an equal role to the referee of the meet. The assistant swimming and assistant track should remain at the 65% level. The line judge should be added into the fee category, as they are a paid position but were not included in the initial fee structure.

All 80% sports should move to 85%. This gets closer to establishing equity among all the sports pay for officials. This move would cost the IHSA $17,587.26.

Increase the base $5.00, from $125.00 to $130.00 for all sports. This change would cost the IHSA $22,052.00, plus an extra $900.00 for the 80% sports moved to 85%, for a total cost of approximately $23,000.00.

7. Recommendation: The Committee recommends that the IHSA provide a $5.00 increase in the base for 2003-2004 and a $5.00 increase in the base for 2004-2005.

8. Recommendation: The Committee recommends that the nights paid for lodging at the state finals change to accommodate what is really happening with the officials. Move to change this to up to three (3) nights paid at $60.00 instead of two (2) nights paid at $60.00 for the following sports: boys and girls basketball, boys and girls soccer, boys individual wrestling, girls volleyball, baseball and softball. Make the reimbursement for lodging to be paid after the tournament and have each official turn in receipts for expenses to be paid.

9. Recommendation: The Committee recommends that the stipend for rules interpreters change from $40.00 plus mileage to $50.00 plus mileage. There has not been a change for rules interpreters for many years. This would be an increase of approximately $3,000.00 to the Association.

10. Recommendation: The Committee recommends hat the IHSA Free Clinic fee for certified clinicians change from $75.00 plus mileage to $100.00 plus mile-age. Keep the pay for non-certified clinicians that help at the clinic at a flat $50.00 fee. This would be an increase of approximately $1,000.00 to the Association.

11. Recommendation: The Committee recommends that the Head Official at each state tournament be paid a flat fee of $125.00 per day plus $60.00 lodging for up to three (3) nights. Lodging would be paid after receipts were turned in to the IHSA.

12. Recommendation: The Committee recommends increasing the officials' license renewal fee from $30.00 to $35.00. The cost of the Federation insurance has increased $2.00 per official along with an increase in the meeting folders and rules books.

 

2001-2002 IHSA SPORTS MEDICINE ADVISORY COMMITTEE RECOMMENDATIONS

1. Recommendation: The committee recommends that IHSA provide information on eating disorders, to its membership.

Rationale: In the athletic population, the incident of disordered eating behaviors is significantly higher than the general populations. It can range anywhere from 15%-62%. This higher rate is based on the athlete's attempt to control the weight in order to improve performance. The committee believes that athletes, schools and parents should be educated about eating disorders and work within their local resources to develop strategies for prevention and management. The information that will be provided on the web site and in hard copy, will include material on how to recognize a disorder, identify the sports that are at risk, give examples of disorders, the consequences of an eating disorder, what to do if one suspects an individual with an eating disorder and a list of additional web sites that can be used as resources.

2. Recommendation: The committee recommends that for all of its state series contests the following language be added to the terms and conditions. "A stu-dent with asthma may possess and use his/her medication during an IHSA competition, while under the supervision of school personnel, provided the school meets the outlined procedures of self administration in the Illinois school code."

Rationale: School code now requires written parental/guardian authorization, a written statement from the physician, physician's assistant or advance practice outlining the name and purpose of the medication, the prescribed dose and time or specific circumstances under which the medication is to be administered. The permission is effective for the school year for which it was granted and shall be renewed each subsequent year. This recommendation meets school code and IHSA will have available permission forms that meet the requirements. In addition, an additional line will be added on the physical form to red flag the need for the consent form to be completed.

3. Recommendation: The committee recommends that the IHSA inform schools of a clinic being offered on common health concerns of athletes that will be conducted by Dr. William Brinkman, a doctor at Children's Memorial Hospital in Chicago. The committee also recommends that the IHSA make an announce-ment on the IHSA WebPages of the clinic.

Rationale: This clinic provides a service to the membership that meets the goals of the Sports Medicine Advisory Committee.

 

2001-2002 IHSA CHESS ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Beth Sauser

1. Recommendation: VI. B. 1. Individual awards will be presented on Boards 2 through 8 who have a perfect score.

Rationale: Currently Boards 1-8 receive a medal for a perfect score. By giving Board 1 a medal they are receiving a duplicate award.

2. Recommendation: VI. B. 1. Individual awards will be presented to the top finishers on Board 1 with the score of 6.5 or better.

Rationale: To give recognition for top players who play the toughest opponents during the tournament who are the best players in the state and some of the best players in the nation. Currently Boards 1 through 8 receive medals for a perfect score of 7-0. Rarely does a person at Board 1 have a perfect score; therefore, the top players who have all wins and not more than one draw (6.5 score) should receive a medal. For the 2002 tournament 4 medals would have been distributed

3. Recommendation: IV. E Note 1 to read: A time delay clock may be used on Boards 1-8 (preferred) set with a 5 second delay providing time control is re-duced by 5 minutes per player.

Rationale: Using a time delay clock provides an equitable playing condition in sudden death games for the competitors. This type of equipment is now avail-able at a reasonable cost to teams

 

2001-2002 IHSA SCHOLASTIC BOWL ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrator -- Anthony Holman

1. Recommendation: Motion made to eliminate sections V through FF.

Rationale: The information in V through FF is covered in the rules are of the handbook in greater detail.

2. Recommendation: Motion was made to change section V. - D. Sectional Pairings to the following:
Regional 1 Winner (#1 Seed) vs. Regional 2 Loser (#7 Seed)
Regional 4 Winner (#4 Seed) vs. Regional 3 Loser (#6 Seed)
Regional 3 Winner (#3 Seed) vs. Regional 4 Loser (#5 Seed)
Regional 2 Winner (#2 Seed) vs. Regional 1 Loser (#8 Seed)

Rationale: This will be more consistent with the intent of the original top eight seeded teams, having to compete against the lower seeded teams in the earliest rounds of competition.

3. Recommendation: Motion to adopt Pool Play at the Sectional level.
a. The Sectional time schedule would also be the same as the state final, with 1 hour for each round with a 30 minute break after the second round.
b. The number of questions per round would go from 30 down to 24 per round.
c. Pay moderators $10 per match and have only one assistant that is paid $5 per match. (Currently

Moderators receive $25 for the first match and $10 for each additional match)

Rationale: To make the Sectional consistent with the State Finals and familiarize the teams with the format before they reach the state finals. Also, in this form the Sectional Champion is more likely to actually be the stronger team by having to out perform the other teams in four matches as opposed to one.

4. (Provisional) Recommendation: If Recommendation #3 is not accepted, the committee would like the following recommendation to be considered.
a. Pool Play at the Sectional level, but only advance the Regional Champion to the sectional, not the runner-up.

Rationale: To make the Sectional consistent with the State Finals and familiarize the teams with the format before they reach the state finals. Also, in this form the Sectional Champion is more likely to actually be the stronger team by having to out perform the other teams in four matches as opposed to one.

 

2001-2002 IHSA SPEECH ADVISORY COMMITTEE RECOMMENDATIONS
Staff Administrators -- Fred Vogt and Robert Neuleib

DEBATE

1. Recommendation: Article IV-F-2 - Revise sentence to read as follows:
"Each participating school shall provide one (1) judge per two (2) contestants entered as long as the tournament is double-flighted. Each participating school shall provide one (1) judge per contestant entered if the tournament is not double-flighted."

Rationale: Double-flighting saves the schools money as well as maximizes the judging pool.

2. Recommendation: Article II-C-2 - Revise sentence to read as follows:
" Debaters may participate in only one (1) debate event at the State Finals. No double entries will be allowed for any of the debaters." Debaters may also participate in Drama, Group Interpretation and no more than two (2) Individual Events.

Rationale: Allows for creation of a two-day tournament and therefore will save participating schools money and reduce lost class time from school for stu-dents.

3. Recommendation: Article IV-B-1 - Revise sentence to read as follows:
"The topic for the IHSA Lincoln-Douglas debate series will be the March-April topic of the National Forensic League as published in The Rostrum."

Rationale: 1) The tournament is later and therefore there would be sufficient preparation time for the March-April topic. 2) Equalizes the playing field between those schools who have debated the January-February topic many times and those schools that did not have the opportunity to debate the January-February topic. 3) It gives students another topic to debate.

4. Recommendation: Article II-B- 1-b- Revise first sentence to read as follows:
" For each Policy, Lincoln-Douglas and Congressional Debate Entry, an event fee of $50 per Cross Exam team, $25.00 per Lincoln-Douglas and $15.00 per Congressional Debate entry shall be paid to the State Final contest manager."

Rationale: To balance the fees per students/teams and help reduce the deficit.

DRAMA/GROUP INTERPRETATION

No recommendations to be considered.

INDIVIDUAL EVENTS

1. Recommendation: Article III-D-1- Replace with following sentence:
" At the IHSA state series every school, their coaches and students will be identified in the front of the program. The students will not be identified by school on the individual events pages. Schools codes will be needed to manage the tournament."

Rationale: To avoid preset notions of performers based on school bias.

2. Recommendation: Article III-F-4b- Revise sentence as follows:
" In the State Final, three (3) judges shall be used in the preliminary rounds of each event. Five (5) judges, preferably two (2) hired and three (3) coaches selected by the State Tournament Committee shall be used in the final round of each event.

Rationale: Eliminating the word "volunteer" provides a more sufficient judging pool for the State Tournament.

3. Recommendation: Article III-F-4c- Add the following sentence to the end of this section. " Each school with an entry at the State Tournament must provide at least one coach to serve as a judge at the tournament.

Rationale: To provide a sufficient judging pool for the State Tournament.

PERFORMANCE IN THE ROUND

1. Recommendation: #11. Entry Fees- Increase the entry fee to $7.00 per performance group entered at the Regional, Sectional, and State Contests.

Rationale: To be consistent with event fees for all other events in Individual Events.

2. Recommendation: Insert the following as rule 2j. Re-number the remaining rules accordingly. " Performers are not allowed to stand on the tables and chairs at any time for liability reasons."

Rationale: To ensure the safety of the performers.
