Hoffman Estates (H.S.) Principal Dennis Garber was re-elected president of the Illinois High School Association (IHSA) Board of Directors for a sixth straight term at its regular October meeting Monday (Oct. 15) at the IHSA Office.
Garber, who is the 29th person to serve the Association as its president, has been a member of the Board since 1993. He was vice president from 1994-96, and was elected president for the first time in 1996. Garber represents Board Division No. 2. Elected vice president was Roxana Principal Patrick Sullivan, representing Division No. 7. Sullivan has been on the Board since 1995. Katherine Flanagan of Chicago (Manley), representing Division No. 1, was elected secretary. Flanagan has been a member of the Board since 1996.
Election of officers came after the canvass of ballots in this years Board elections. Membership of the Board of Directors was expanded from seven to nine members with the election of 2000. Flanagan was re-elected to a three-year term representing Division No. 1. Elected to three-year terms were principals Frank Stout of Summit (Argo), representing Division No. 3, and Catherine Finch of Winnebago, elected at-large representing the under-represented gender. Elected to a one-year term was Knoxville Principal Ron McGraw, representing Division No. 6. Normal (Community) Principal Alan Chapman was elected to a two-year term and represents Division No. 5. Geneseo (Darnall) Principal Emmett Aubry represents Division No. 4. Chicago (Brooks College Prep) Principal Linda Layne is the at-large minority representative. Mt. Zion Principal Greg Bradley is the treasurer.
Action Items
Administrative Position Opening: The Board approved posting the position of Assistant Executive Director on the IHSA administrative staff. The job opening is a result of Associate Executive Director Marty Hickman becoming Executive Director on July 1, 2002. (See IHSA Web Site for complete details.)
Television Policy: The Board approved a change in the Television Policy for the 2001-02 school year that allows for any state final event not being carried on the IHSA Television Network to be televised by over-the-air, low power and/or cable television systems. Such telecasts will be subject to the terms and conditions of the Television Policy. Rights fees for over-the-air live and tape delayed telecasts were adopted and may be obtained by contacting the IHSA Office.
Event Security: The Board approved an Event Security Policy to become effective immediately at all state series events under IHSA jurisdiction. Included in the policy are provisions for access and egress requirements at state series sites. It also incorporates the IHSA prohibition of alcohol and illegal substances on the property of any state series site. (See IHSA Web Site for complete details.)
The Board received a report on the three sportsmanship conferences held this fall. A total of 1,400 participants took part in the three events held in DeKalb, Normal and Edwardsville.
The Board received the report of the Wrestling Weight Control Ad Hoc Committee meeting on Sept. 5. The committee will meet again Oct. 16.
Board Acts on Terms and Conditions Recommendations
The Illinois High School Association (IHSA) Board of Directors acted on recommendations for Terms and Conditions and administrative procedures from seven advisory committees at its regular October meeting Monday in the IHSA Office.
"Our advisory committees meet on an annual basis, usually soon after the completion of the state series in that sport or activity," noted IHSA Executive Director Dave Fry. "Each advisory committee assesses the terms and conditions for its state tournament series, and all other facets of the sport or activity which may apply to the site of its state final event, and which may apply during the regular season."
Following is a recap of the Board action Monday:
Girls Badminton
Approved a recommendation to change the scoring system used in the state series to the new USAB scoring system. Under the new system, a match in singles and doubles will consist of the best of five games, each game being won by scoring seven points. Under the old system, a game in singles was to 11 points and a game in doubles was to 15 and matches were best of three games.
Approved a recommendation to allow coaches up to 90 seconds to coach their players between each game.
Approved badminton code of conduct changes to reflect the new USAB scoring system.
Boys Baseball
Approved a recommendation that the Class A and Class AA state series this coming spring (2002) be conducted in the new sectional complex format, using centralized pre-determined sites for the regionals, and that regional awards be given.
Approved a recommendation to conduct the Hitting Derby competition following the conclusion of the second sectional semifinal game on Saturday. Rain date would be the date of the sectional final. The host school allowance will be increased by $40 to help defray Hitting Derby Expenses.
Tabled a recommendation that ratings from officials at the Recognized status in a given sport also be used with ratings from officials at the Certified status in the given sport in the evaluation of individual licensed officials in the sport.
Girls Softball
Approved a recommendation that the Class A and Class AA state series this coming spring (2002) be conducted in the new sectional complex format, using centralized pre-determined sites for the regionals, and that regional awards be given.
Approved a recommendation to change the starting time of quarterfinal game No. 3 to 5:00 p.m. and Quarterfinal Game No. 4 to 7:00 p.m.
Approved a recommendation to play the third place game to completion on Field No. 4 of the EastSide Centre.
Approved a recommendation to allow for modification of the playing schedule at the state final to allow games to be played simultaneously. The upper bracket teams would play on Field No. 3 and the lower bracket teams would play on Field No. 4.

Did not approve a recommendation to not follow NFHS rules that softball bats must have the ASA authenticating mark.

Boys/Girls Soccer
Approved a recommendation that the Class A and Class AA girls state series this coming spring (2002) be conducted in the new sectional complex format, using centralized pre-determined sites for the regionals, and that regional awards be given. This structure will be used in the Class A and Class AA boys series beginning next fall (2002).
Did not approve a recommendation in boys/girls soccer making it mandatory, rather than the recommended procedure, schools bring their scorebooks to the seeding meeting,
Did not approve a recommendation in boys/girls soccer to change overtime procedures to use fewer players on each team during the first and second overtimes.
Officials
Tabled a recommendation to increase license fees by $5.00. Currently, the renewal fee for a licensed official in one sport is $30.00. The current fee for a person becoming a licensed official for the first time is $35.00.
Approved a recommendation to discard the bottom and top five percent of ratings when determining an officials average.
Boys/Girls Track and Field
Approved a recommendation in boys/girls track and field to clarify that in the sectional meets, preliminaries shall be held in the Long Jump, Triple Jump, Shot Put and Discus. Nine (9) contestants plus ties for the ninth shall advance to competition in the finals.
Approved a recommendation to continue to include the 800-meter medley relay as one of the 19 events in girls track and field.
Approved a recommendation in boys/girls track and field to establish the following criteria for determining state final meet qualifiers from the sectionals for a new event: In a new event, first and second place winners from each of the sectional meets shall advance to the State Final meet. In addition, any individual or relay that equals or surpasses the ninth best performance from among all sectional first and second place winners also shall advance to the State Final meet.
Did not approve a recommendation in boys/girls track and field to change the running event qualifying procedure at the sectional and state final. The recommendation not approved would have provided that in all running events where there are preliminaries or heats, each race winner advances to the finals. The remainder of individuals or relays to compete in the finals would have been determined on the basis of time.
Approved a recommendation in boys/girls track and field to add a provision setting a limit on the time in which individuals or relays at the State Final meet can report to the tent and Clerk of the Course. If the heat/section to which the individual or relay is assigned leaves the tent before the individual or relay reports to the Clerk, they shall be disqualified from the event. The assistant meet referee will have the responsibility to oversee conflicts and have the final authority determine disqualification.
Approved a recommendation in boys track and field to modify the following qualifying standards. In all running races, make sure the difference between the Manual Time (MT) and the Fully Automatic Time (FAT) is .24 seconds (National Federation Track Rule 3-9-4). Change these Class A qualifying marks: Pole Vault to 12-9, shot put to 49-0 and the 800-meter run to 2:01.5 MT or 2:01.74 FAT. Change these Class AA qualifying marks: 4 x 800 meter relay to 8:04 (MT) or 8:04.24 (FAT), 100-meter dash to :10.6 MT or :10.84 FAT; 4 x 200-meter relay to 1:30.0 MT or 1:30.24 FAT; 1600-meter run to 4:24.5 MT or 4:24.74 FAT; 200-meter dash to :22.0 MT or :22.24 FAT; 4 x 400-meter relay to 3:24.0 MT or 3:24.24 FAT.
Approved a recommendation in girls track and field to modify the following qualifying standards. Change these Class A qualifying marks: Triple Jump to 33-5; Discus to 107-6. Establish Pole Vault at 7-9. Change these Class AA qualifying marks: Long Jump to 17-0; 3200-meter run to 11:31.0 MT or 11:31.24 FAT; 300-meter low hurdles to :47.0 MT and :47.24 FAT; 200-meter dash to :25.9 MT or :26.14 FAT. Establish Pole Vault at 8-9.
Approved a recommendation in boys/girls track and field that in races run in alleys, seed in alleys from the outside in.
Approved a recommendation in boys/girls track and field to move the time for the finals in the 1600-meter run forward five (5) minutes and adjust the time for the events which follow accordingly.
Approved a recommendation in boys/girls track and field to change the manner in which State Final meet passes for coaches will be distributed. The number of passes to be given as follows: 1-5 qualifiers, school receives two (2) coach passes; 6-10 qualifiers, school receives three (3) passes; 11-above qualifiers, school receives four passes.
Did not approve a recommendation to survey the member schools regarding three classes, coed state series and state series order of events.
Equity
The Board received and reviewed the report of the Equity Committee regarding boys/girls basketball, boys/girls gymnastics, boys wrestling and girls bowling.
Eligibility Decisions
Discussion Items
At each meeting of the Board of Directors, there are certain agenda items that the Board discusses, but upon which it takes no action. Following is a report of those on the October 2001, agenda:
Telecasts and Webcasts: The Board heard a report of the progress being made with the coverage, sponsorship and lineup of stations for the IHSA Television Network. The Board also heard how the events scheduled to be telecast on the network also will be included on the Internet.
2001 Amendments: The Board heard a report of proposals to change the IHSA Constitution and/or By-laws to be submitted to the IHSA Legislative Commission this fall. The first review will be Monday, Nov. 5. The second will be Monday, Nov. 19. In between meetings, the proposals will be reviewed by personnel from IHSA member schools at Town Meetings conducted throughout the state. Proposals approved by the Commission at the second meeting go on the annual referendum ballot. The ballot will be mailed to member schools Monday, Nov. 26.
