Board Approves Budget for 2001-02

The Illinois High School Association (IHSA) Board of Directors approved the operating budget for the 2001-02 school term at its regular August meeting in the IHSA Office Monday (Aug. 13).

This year's budget reflects income anticipated at $5,740,600 and expenses anticipated at $5,718,327. Last year's budget was $5.3 million.

"We are adding a second class of competition in girls soccer and two new classes in football this school term, and may add water polo for boys and girls if enough schools enter the state series," said Executive Director Dave Fry. "The budget reflects this expansion in state series competition. The budget also reflects the constantly changing technology IHSA uses to communicate, and the vehicles the Association employs to provide recognition to our students, their schools, and their communities as they participate."

Three new Board members participated in Monday's meeting. Each was appointed to serve until the next Board elections in the fall, replacing members who retired this summer. They are Principal Alan Chapman of Normal (Community) representing Division 5, Principal Ron McGraw of Knoxville representing Division 6, and Principal Catherine Finch of Winnebago, filling an at large position. They are filling the seats on the Board previously held respectively by Mike Hawkins of Lexington, Gary Collins of Monmouth (H.S.) and Rena Talbert of Fairfield.

Other Action

  1. The Board approved a five-year agreement with Pro-Type Printing of Paxton to provide small job printing services for school terms 2001-02 through 2005-06.
  2. The Board approved a licensing agreement with Bloomington Offset Press, Inc. (BOPI). The company will use IHSA photos in a product it calls "Time of Your Life Scrapbook" which will be marketed beginning this fall. Licensing fees will be used by the Illinois High School Activities Foundation.

Eligibility Rulings

  1. Overturned the Executive Director's ruling that Carlinville High School forfeits any contests in which Hans Grothaus participated for his non-compliance with residence by-law 3.031 during the football and basketball seasons in the 2000-01 school term.
  2. Sustained the Executive Director's ruling that a student is ineligible at Rockford (Lutheran) until Nov. 14, 2001, for non-compliance with transfer by-law 3.043. The student transferred from Rockford (Guilford) to Rockford (Lutheran) on Nov. 14, 2000. He and his family did not move to a new school district in conjunction with the transfer.
  3. Sustained the Executive Director's ruling that a student is ineligible at Palatine (Fremd) for the 2001-02 school term for non-compliance with residence by-law 3.031.1.

Discussion Items

At each meeting of the Board of Directors, there are certain agenda items that the Board discusses, but upon which it takes no action. Following is a report of those on the August, 2001, agenda:

Strategic Planning: The Board heard a report on the status of the new Strategic Plan. Member schools received information regarding the need for volunteer participation on the action teams in the annual All-School mailing.

Kraft Foods Promotion: The Board heard a progress report on a new "UPC's For Cash" program sponsored by Kraft Foods North America, Inc., in conjunction with the Chicago Bears. The Board encouraged the administrative staff to complete the details of the program and provide the Board with an agreement for final consideration as soon as possible. In a nutshell, member schools may choose to participate in the proof of purchase redemption program, and/or participate in a sweepstakes that will award cash to winning member schools. Each participating member school is eligible for a cash rebate for its participation in the redemption program. Each member school also will be eligible to become registered for the sweepstakes. Sweepstakes prizes will be awarded at the Football Playoff Championship Games Nov. 23-24, 2001. Kraft Foods North America, Inc. includes the following brands: Kraft, Nabisco, Oscar Mayer, Tombstone Pizza, Jack's Pizza, DiGiorno, Post, Maxwell House, Jell-O, Capri Sun, Planters, Taco Bell Home Originals and Kool-Aid.
