BLOOMINGTON -- Hoffman Estates (H.S.) Principal Dennis Garber was re-elected president of the Illinois High School Association (IHSA) Board of Directors for a fifth straight term at its regular October meeting Monday (Oct. 16) at the IHSA Office.
Garber, who is the 29th person to serve the Association as its president, has been a member of the Board since 1993. He was vice president from 1994-96, and was elected president for the first time in 1996. Elected vice president was Downers Grove (South) principal Craig Zeck. Monmouth (H.S.) principal Gary Collins was re-elected secretary.
Election of officers came after the canvass of ballots in this year's Board elections. Membership of the Board of Directors expanded from seven to nine members with the election of 2000. Re-elected to three-year terms were principals Mike Hawkins of Lexington and Patrick Sullivan of Roxana. Elected to a two-year term to fill a vacancy was Geneseo (Darnall) Principal Emmett Aubry. Also elected to the Board at large were Chicago (Southside College Prep) Principal Linda Layne and Fairfield Principal Rena Talbert. Mt. Zion Principal Greg Bradley is the new treasurer.
Other Action
Maccabiah Games - The Board approved participation by IHSA students who qualify for the Maccabiah Games. Students who qualify for the games will not be in violation of By-law 3.111.
Board Acts On Terms and Conditions Recommendations
The Illinois High School Association (IHSA) Board of Directors acted on recommendations for Terms and Conditions and administrative procedures from seven advisory committees at its regular October meeting Monday in the IHSA Office.
"Our advisory committees meet on an annual basis, usually soon after the completion of the state series in that sport or activity," noted IHSA Executive Director Dave Fry. "Each advisory committee assesses the terms and conditions for its state tournament series, and all other facets of the sport or activity which may apply to the site of its state final event, and which may apply during the regular season."
Following is a recap of the Board action Monday:
Officials
Approved the dates of July 20-21 and Peoria as the site for the second annual IHSA Officials Conference. The Board also approved registration fee of $25. Last summer approximately 500 officials attended the first-ever conference.
Approved grants to 15 different officials associations for training and education during the current school term. The grants ranged from $200 to $500. Funds for the grants are being provided by the IHSA and the Illinois Elementary School Association (IESA).
Boys/Girls Soccer
A recommendation authorizing a penalty procedure to be administered by the match officials if a team has more players dressed and/or more personnel on the field and/or team bench than allowed by Soccer Terms and Conditions was withdrawn. The procedure called for a yellow card and verbal warning to the head coach for the first violation. For a second violation the coach would receive a second yellow card and would be disqualified from the contest and match and the next one.
Did not approve a recommendation to change the overtime procedure in state series competition for boys and girls. Under the proposed format, the first two overtime periods would be played with two less eligible players per side. If the tie were not broken after the second overtime period, penalty kicks would be used.
Approved a recommendation to go to two-class competition in girls soccer in the 2002 state series if there are more than 300 schools participating in the upcoming 2001 (this school term's) state series.
Approved a recommendation to split the weekends on which the Class A and Class AA boys and girls state finals will be played, beginning with the 2001-02 school term. The Class A state final would be conducted a weekend ahead of the Class AA state final. The dates for the levels of competition in the respective Class A state series will be moved forward one week. The 2001 Class A Boys State Final will be Friday-Saturday of Week No. 17 and the Class AA Boys State Final will be Friday-Saturday of Week No. 18 in the Standardized Calendar. The 2002 Class A Girls State Final will be Friday-Saturday of Week No. 47 and the Class AA Girls State Final will be Friday-Saturday of Week No. 48.
Badminton
Approved a recommendation to adopt a sectional complex format beginning with the upcoming 2000-01 state series. Four geographic sectional complexes will be established. All teams in each complex will be rated on Monday of Week No. 43 in the Standardized Calendar. Four sites within a respective sectional will be determined by the IHSA Office with the seeded teams dispersed to those four sites as follows: Site A will have seeded teams 1, 8, 9 and 16. Site B will have seeded teams 2, 7, 10 and 15. Site C will have 3, 6, 11 and 14. Site D will have 4, 5, 12 and 13. Seeding of the singles players and doubles teams at each site will be held during Week No. 44 in the Standardized Calendar.
Approved an administrative recommendation to restructure the consolation bracket at the state final to delay rematches as long as possible.
Baseball/Softball
Did not approve a recommendation to adopt the sectional complex format in Class AA boys baseball and Class AA girls softball.
Approved a recommendation to schedule the Friday quarterfinal game starting times in the Baseball State Final Tournament to Game 1 at 9:00 a.m., Game 2 at 11:30 a.m., Game 3 at 4:00 p.m. and Game 4 at 7:00 p.m. The Board also approved a recommendation to conduct the Hitting Derby preliminaries and finals between Quarterfinal Game No. 2 and Game No. 3, weather permitting. The Board also approved a recommendation to allow no inning in the third place game to begin after 5:30 p.m.

Approved a recommendation in boys baseball and girls softball to conduct Hitting Derby qualifying competition at the sectional. Previously, qualifiers came from the regional, where the local manager could conduct competition, or the coaches of the teams entered in the regional would vote for qualifiers. Under the new plan, each school entering the state series may have one participant in the sectional Hitting Derby. Four qualifiers from each sectional shall advance to the state final. In addition, four qualifiers from the Chicago Public League will advance to the Class AA state final. Schools hosting the sectionals will be required to conduct the sectional Hitting Derby. Class A hosts may conduct the sectional competition between May 9-24, while Class AA hosts may conduct it between May 16-31.
Approved a recommendation that the Wilson Optic Yellow Cork Ball is the ball required to be used in the girls softball state tournament series. The model A9016B SST will be the ball to be used.
Did not approve a recommendation to delay implementing the new National Federation baseball bat rule until next school term. The new rule goes into effect this spring and will be enforced.
Track and Field
Approved a recommendation that IHSA maintain a two-class state series in boys and girls track and field. Under the IHSA Classification Policy, there are enough schools entering boys and girls track and field for the advisory committee to consider expansion of classes.
Did not approve a recommendation to add Pole Vault as a girls series event.
Approved a Recommendation the Games Committee establish the starting heights for pole vault and high jump on Tuesday preceding the boys and girls State Final Meet.
Approved a recommendation that the IHSA Office not assign Certified Track and Field Officials as the referee at the sectional meets, but that host schools must use a licensed track and field official as the referee. As of July 1, there were 244 licensed track and field officials of which 71 were Certified. There are 30 sectionals plus the Chicago Public League qualifying meet. The number of officials needed to conduct the Girls State Final Meet on the same weekend as the boys sectionals, as well as the geographic distribution of licensed officials, makes it impractical for the IHSA Office to make all of the assignments.
Approved a recommendation to change the names of the relay events as follows: 400-meter relay to 4 x 100 meter relay; 800-meter relay to 4 x 200 meter relay; 1600-meter relay to 4 x 400 meter relay; 3200-meter relay to 4 x 800 meter relay. Girls 800-meter medley relay would remain that.
Approved a recommendation for Girls Track that the following qualifying standards be changed: Class A -- Change the discus from 106-0 to 107-0. Class AA - None.
Approved a recommendation for Boys Track that the following qualifying standards be changed: Class A - Change the high jump from 6-4 to 6-3, change the 400-meter relay from :44.7 MT to :44.6 and :44.84 FAT to :44.74, change the 1600-meter run from 4:39.0 MT and FAT to 4:38.0 MT and FAT, change the 1600-meter relay from 3:32.0 MT and FAT to 3:3l.5 MT and FAT. Class AA - Change the high jump from 6-5 to 6-4.
Approved a recommendation in Boys and Girls Track to conduct the first section of the 3200-meter run at 11:15 a.m. Saturday and conduct the second section of the 3200-meter run in its usual place in the schedule of events for the running event finals Saturday. The time schedule for the running events that follow the second section of the 3200-meter run will be altered accordingly. The Parade of Competitors and Opening Ceremonies will be moved forward 30 minutes to 10:30 a.m.
Approved a recommendation in Boys and Girls Track to maintain the current qualifying procedure in the sprints and high hurdles. Runners in these races will continue to qualify on time from the prelims to the finals as in all other preliminaries for the running events.
Approved a recommendation in Girls Track that lane 4 is the preferred lane on an eight-lane track and lane 3 is the preferred lane on a six-lane track in the 800-meter medley relay at the sectional.
Approved a seeding procedure in Boys and Girls track making lane 5 the preferred lane at the nine-lane state final meet for the 4 x 100 relay, 4 x 200 relay, 100 meter dash, 200 meter dash, 400 meter dash, high hurdles and 300 low hurdles. Seeding would be 5-6-4-7-3-8-2-9-1. Recommended using same procedure on any nine-lane track used in the sectionals.

Approved a recommendation in the awards procedure to use members of the Advisory Committee in conjunction with meet personnel assigned to distinct Class A and Class AA award teams. It will be the responsibility of personnel on the award teams to organize the awards and competitors, announce the place winners and make the presentations on the award stands to the place winners.
Did not approve a recommendation for the IHSA Officials Advisory Committee to consider creating a sub-section in the licensing of track and field officials to accommodate persons who wish to become licensed as an official in the respective events or other positions (Clerk of Course, Timer, Finish Judge, etc.).
Approved a recommendation IHSA schools begin using the yellow and white flags for umpires as provided for in the new NFHS Track and Field Rule 3-11-4. Previously, the rules required the umpires to use red-white flags.
Approved a recommendation IHSA schools be allowed to use the super alley during the regular season.
News Media
Approved a change in the News Media Credential Policy stipulating the following: news media credentials shall be issued only to media representatives covering the news of the event. News Media Press credentials will not be issued to representatives from recruiting/scouting services. Companies requesting working press credentials must establish credibility as a news site. The local manager and/or IHSA Office, respectively, shall determine the news credibility of each request for credentials.
Approved a recommendation to include Internet News Organizations in the list of "All Other News Media" in the Policies Regarding News Media Credentials and Working Assignments for IHSA Series in both the Non-State Final and State Final sections.
Approved a recommendation to restrict Web video streaming or audio on an approved Web site to the same time limit as television. That will be that highlights may not exceed 30 seconds per event game/contest/meet.
Approved a recommendation that IHSA create an Internet Policy to compliment the Broadcast Policy and Television Policy.
Approved an immediate modification of the 2000-01 Broadcast Policy to restrict granting of rights to a radio broadcast only. Use of a radio broadcast on the Web shall be prohibited.
Approved an immediate modification of the 2000-01 Television Policy to restrict granting of rights to television only. Use of a telecast (audio and/or video) on the Web shall be prohibited.
Athletic Administrators
The Board received the report of the committee's Oct. 11 meeting, and reviewed its recommendations.
Discussion Items
At each meeting of the Board of Directors, there are certain agenda items which the Board discusses, but upon which it takes no action. Following is a report of those on the October 2000, agenda:
Sportsmanship Conferences: The Board heard a report of the successful three interactive student-school sportsmanship summits held at Dekalb, Normal and Collinsville this fall. The Board also heard plans for the first-ever Adult Sportsmanship Summit scheduled for the weekend of Nov. 10-11 at the Normal Holiday Inn. The Adult Sportsmanship Summit is being conducted in conjunction with the annual IHSA Girls State Final Volleyball Tournament. Adults who attend the Sportsmanship Summit also will be able to attend the championship session of the volleyball tournament.
IHSA Television Network: The Board heard a progress report regarding the new IHSA Television Network. The first event scheduled will be a tape delay telecast of the Girls State Tennis Tournament. It was reported to the Board that most stations/systems carrying the network telecasts should air the Girls Tennis telecast beginning about Oct. 28. Viewers are urged to check the Illinois.iHigh.com web site for up-to-date listings of the stations and systems on the IHSA Television Network, and to contact their local stations and systems for the times of the telecasts and the channel on which they will be aired.
Strategic Planning: The Board set April 30-May 1 as the date for the start of the second phase in the IHSA Strategic Planning process.
